(3 April, 2009): For 12 months your Union has been fighting to get proper safeguards for members facing major change from the implementation of Post’s Future Delivery Design Program (FDD).
FDD raises significant issues for members as the company continues to increase the amount of mail that is sequenced to delivery point.
Members' FDD Issues:
FDD will change the way work is performed many for many delivery members as the balance changes between indoor and outdoor work. It has the potential to change shift arrangements and affect the overtime the amount that is to be worked. All have the potential to make significant impacts on member’s income. FDD also places pressure on job security.
Members in mails, video coding also face challenges as new technology changes the way mail is processed for delivery. Transport members will have to adapt to new shift arrangements as sequenced mail creates a need for new shift arrangements.
FDD Process to Safeguard Members:
To protect the interest of members CEPU has sought from Post information that would give us the ability to fully understand the details of what is involved in the FDD program. In particular we have repeatedly requested information on the job impacts, the effect on income for members from work changes and changes in the nature of the work from sequenced mail.
It is not possible to be able to protect members from the adverse impacts of FDD without this information. Post has been reluctant to meet our request.
To ensure that we could place pressure on the company to get this information and to set up a process to minimse the impacts of FDD on members the CEPU notified a dispute to the AIRC.
Now after 12 months of trying to get a result the Commission has given us a framework to agitate for the protection of members from the impacts of FDD.
The main outcomes from the Commission:
This will give us the ability to negotiate with Post to ensure that the implementation of FDD is accompanied by proper protections for member’s job security, income levels, full-time work, the traditional postie job and to ensure there are proper OHS protections.
FDD OHS Issues:
FDD raises important OHS issues. Merging of sequenced and unsequenced mail, increased outdoor work, alternative modes of delivery all raise important OHS issues from which members will need to be protected. Your union will be conducting independent studies into these key issues to ensure you are protected.
